That will cover everything except the 1998 agreement itself and two later amendments (apparently confidential). It will confirm that there are only four parties involved and that the government does not want a bar of it. As for changes, I suggest there is only one course worth following: we need to convince the other two codes that a growing and prosperous industry in total will also be a good thing for all the members. The continuing fall in harness patronage and the decline or fall of greyhounds will not help the gallops. Rather it will arm and encourage the industry's numerous opponents to take ever stronger action to shut down the lot. In any event, the reliance on subsidies from greyhounds by the other two codes will do them no good in the long run. It merely disguises the potential for them to identify their own weaknesses, make improvements and move to greater prosperity. Subsidies for GM-Holden, for example, kept them going for quite a while but eventually the house of cards blew down.
