I believe it should be up to the trainer if they offer water before or after a race. As a non believer of this policy, I recently asked a leading steward where I could find the stewards reports stating their concerns about the number of dehydrated dogs after races.
One of the best blank looks I've seen for a while. They have no facts that prove this rule is beneficial at all. PUPPETS

in the last seven days 13 dogs have raced without using a water bowl.for 6 wins and 4 placings.one of the unplaced dogs got ten days for a injury.winners included the forty thousand dollar maitland gold cup.smarter people then me will tell you this rule is wrong and actually is counter productive to welfare and performance.for the record i am one of the people in that 13 who did not provide a water bowl and my dog improved to be in the placings.tonight i will be fined $100 for second offence.have no problem with that as whatever steward is working is only doing there job.my question is tho where does my and other offenders $100 go?if a jockey gets fined money goes to jockeys trust fund for injured jockeys.

Jamie: Just what I have posted at the bottom of page 1. You have an unfair advantage if the other 7 dogs are provided with unnecessary water. Easter Egg is here, take the reprimand and fine and ADVANTAGE. Crazy rule

I did try to argue my case but still got $100 fine.alas bitch jumped beautiful lead first two sections then got run down or smashed as report says or me the dickhead trainer hadn't put enough work into her.still scratching my melon head about all of it.but proved point in she did jump to old standards.honestly not feeling like much of a win today!Grnsw rule is to be believed then it is I at the disadvantage.if!

Cheers Chris.mark on penalty notice in big bold type it says "fines under $200 cannot be appealed".reasonably sure that be unlawful in a court of law,but what can I do spend a grand lawyer up and save a $100!

These fines are fabricated and do many people actually pay them?I don't hear anyone not being allowed to race if they are not paid so by not paying it u are actually challenging their validity.I got one for not having race papers although it can be clear the right dog raced then won the identity steward after the race was not amused it's still unpaid after 12 months - why do we need papers when we have ear brands and microchipping?Challenge this ridiculous rule

In VIC, if you don't pay they mark you down as a defaulter and stop accepting your nominations and may even revoke your license.
But hey, we have always been much more of a Police State than NSW.

You can challenge many of their rules and beat them as they are discriminatory and have no lawful authority to impose a fine on anyone.

From the off let me say I am totally against the rule, but assuming I was "pro" the rule and I wanted my dog access to water and the following scenario took place .

I kennel my dog, who is in say race ten for argument sake, and the dog tips his water bowl over after two minutes of being kennelled ...now I might be completely wrong but would the stewards allow me to go back and refill its bowl? ...no? so, if this scenario happened how does this keep with "re-hydration" and "animal welfare"?

So given that I can't go back and refill the dogs bowl, how does this keep with "hydration" and "animal welfare"? the same people, i.e. the stewards, who are entrusted with enforcing the rule, would in this instance be the same people, in effect, contravening and somewhat complicit in not upholding the rule by not allowing my dog access to water ...the rule is a complete farce, asinine and carries no logic ...it is as Dave Irwin says, a rule devised by individuals who have no real knowledge of greyhounds, and just another in a long list implemented to impede and stymie the sport.
