Ken, That's illegal mate. Generally, it sounds to me as though we have a tiger by the tail. The more complex and more numerous the rules are the more participants need to have legal advice - before, during and after the event. You would think the respective GOTBAs would sponsor such a move as that is the sort of thing prompting people join up just as they join trade unions (theoretically anyway) or professional associations. I don't keep track of these things but I can recall several occasions in Qld where the appeal authority cut back the stewards' penalties on the ground that they were inconsistent with past decisions. Remember that an appeal authority is there to remedy a poor interpretation of the law, not to fix the law itself. A crook rule - eg cobalt etc - has to be attacked by fixing the rule itself. Police and the courts do not make up rules - they must apply the rules made in Parliament. So you have to go first to GRV or whoever, then to the Minister/Parliament. Forget RADB.
