No you cant always blame the sire not when there are many other factors involved.
Years ago I knew a breeder who kept having bitches mostly miss or the ones that did fall pregnant had small litters 1-2 pups. She asked me to come over one day to help her with a mating , when I arrived she got the stud dog out then went to get the bitch. The bitch she brought out was massively overweight . Generally this person had her showdogs in excellent condition and I said omg why is she so fat ? She said oh I believe you have to have them at least 3-4 kilos heavy than normal so they don't get skinny when they are feeding pups. Convincing her that this was the reason her bitches were missing was monumental , but she tried it "my " way the next time she bred a bitch and got 8 pups. I'm not sure where she originally got the idea that what she was doing was right but she missed a lot of opportunities to get litters. I still often see people thinking breeding overweight bitches is good but they are less likely to conceive.
