Bill, in your above post you have singled out THE one element that has been responsible for All of the industry's problems.

"the greyhound unqualified representatives"

It is the one component of the industry that has been responsible for bad decisions and good decisions not made.
Although I'm sure unintentional, the people of power within the industry have not had the experience nor foresight to make the decisions that count.
It's all been a bowl of spaghetti.
It is the INDUSTRY, not the Govt, regulators, or the associations that need representatives that are completely professional, ruthless, competent, and creative to legally pave the way for the industry to prosper.
Until there is a 'Board of Industry Rights and Integrity' this industry will continue in free fall and failure.

I'm hesitant to go further because of the real danger of being castrated.
Who knows, if I get drunk enough one night I might start on an essay.

Whats your poison i will send you up a bottle to get the juices flowing ..

Rehash ....that i will drive up with two bottles and drink one with yah and we can both share notes ..

Hmmmm .... New "headlines" for Mr V'landys emerging tonight ...

"Australian Rugby League Commission on verge of historic shake up

MICHAEL CARAYANNIS, The Daily Telegraph

November 9, 2017 6:29pm

THE biggest boardroom shake up in the Australian Rugby League Commissions history is imminent with leading sports administrator Peter Vlandys and outgoing Broncos chairman Dennis Watt set to join a revamped Australian Rugby League Commission.

The duo are expected to join an expanded ARLC after 90-minute peace talks between NRL clubs and the state leagues at the office of South Sydney chairman Nick Pappas on Wednesday.

Powerful Sydney club chairmen have successfully pushed for Vlandys, the chief executive of Racing NSW, to bring his experience, influence and knowledge to rugby league.

Vlandys, who was previously mooted as a potential chief executive of the game, masterminded the highly successful $10 million The Everest race which was launched with unprecedented success this year.

Vlandys will bring to rugby league strong government connections, fiscal accountability, extensive knowledge of the wagering industry and the strict integrity measures he has overseen in racing.

These issues have become increasingly important in rugby league with the explosion of sports betting.

Following the agreed constitutional changes, the ARLC will expand from eight members to 10, with Vlandys and Watt giving NRL clubs a voice for the first time since the commissions inception in 2012.

While neither appointment is officially across the line yet, the pair will be joined by NSW and Queensland chairmen George Peponis and Bruce Hatcher when the changes take effect in February.

Under the constitutional reform, the number of independent commissioners will be reduced from eight to six, with the states and clubs to have two representatives apiece on a 10-person body.

Current chairman John Grant is still expected to forfeit his post in February despite suggestions he would be willing to hang on a little longer, along with commissioner Catherine Harris.

QRL Chairman Bruce Hatcher will also join the ARLC. Grant will be replaced by former Queensland premier and chairman of the 2018 Gold Coast Commonwealth Games, Peter Beattie.

Beattie and leading constitutional lawyer Megan Davis were appointed to the Australian Rugby League Commission in July.

Hatcher, Queensland Rugby League managing director Robert Moore and NSW Rugby League counterparts Dave Trodden, Nick Politis and Ray Dib met yesterday to discuss the constitutional reform at Pappas Sydney offices, where after months of tense negotiations change was finally agreed upon.

Watt announced last month he would stand down as Broncos chair at the end of the year. He oversaw the completion of the clubs new $27.2 million headquarters in Brisbane after being appointed chairman midway through 2013 and is understood to be keen to remain part of the game."

Mark,
In sworn evidence, the GRA Chairman at the time advised he went to the GBOTA/NCA reps and asked them what to do. They said sign it, so he did.

The stuff about people leaning on people may or may not be valid but in the above circumstances it is irrelevant. If it were relevant (and not hearsay) then the dogs would have some chance of a legal challenge. It isn't and they don't - which is no doubt why further legal challenges have never been mounted (ie under legal advice).

On the other hand, the recent decision by Grant to reduce and withhold greyhound's proper share of the tax reduction process is a different subject altogether. Surely that is a reason for legal challenge.

OF course, that process was undertaken at a time when the Board/CEO of GRNSW one man - a government nominee - and he actually supported in writing the Minister's decision as being fair.

That decision was based on a IER report which had nothing to do with taxes or turnover - it addressed only the capital worth of each code. IE the process was faulty and unjust but the industry has allowed Grant & co to get away with it.

So the intercode is dead but the tax deal is not. It is up to Iemma to do something about it - legally or otherwise. Millions are involved.

Another thing - V'Landy's constant reference to a figure of 5% of the betting pie relates to national thoroughbred betting in NSW from all sources on all races. It is a different subject to the intercode split which concerns only NSW TAB betting on NSW races in each code - ie those where greyhounds make up over 20% of the action, and where the codes and the TAB have struck a formal agreement (IE that's where the 13% for 99 years comes in).

The different betting flows have always attracted different commission rates and have to be treated separately.

On the other hand, the Grant tax deal is a purely administrative matter for the NSW government - nothing to with any code - and can be changed readily.
