the breeders bonus looks good as well, so for us , we will breed the bitch on season now , instead of waiting to her next season , which would be 6 months away . i think its quite positive for breeders in vic and no cost fee wise which is good ,

We in NSW follow Victoria, like trained lap dogs, hope they keep following. (Saves on Think Tanks)

I think the breeders bonus is rubbish where the registered breeder is not the owner of the brood. Why should a breeder that got paid a minimum of $4k to whelp a litter & took no risks get bonuses 2-3 years later for pups to which they have/had no financial interest. All bonuses should be paid to the current owner & sellers benefit from a higher price for pups.

One just has to look at the Ministerial expectations in the 2017 GRV annual report - nothing positive, some reasonable but defensive, and some arguably portraying a negative image of participants.
On this front, what more can be done to appease the Greens other than close the industry?
The funding for Shepparton is via the Victorian Racing Infrastructure Fund (the repository of unclaimed bets). This has to be put back into racing, which racing clubs can apply for approval by its code regulator eg GRV. So questionable whether this is a Government initiative.
Tactically, a very cheap way to pork barrel, and can be defended by the Government to the Greens on the basis that the funds must go back into racing anyway.
Not saying that such an approach wouldn't be taken by any ruling government though.

This link relates to GRV getting industry participant input on Fastrack direction and improvements.
An encouraging baby step in getting the operator/regulator to work together with participants.
Having to attend regular meetings in business hours at own cost may limit the availability of suitable people though.
I just signed up ...I wonder if they have free lunches included ..If not then why not Ross
