Masters Racing How does it work

Is there any one out there who really knows how the Masters grading system works. I intend calling the grader to clear some confusion. Back in November we won a Masters race with Dusty Rocks thinking we could return the following week a have another go we were told his winning time of 23:14 was below the time standard and was no longer eligible for Masters ok that's fine but this coming Sunday I'm in the race with Flashing Fargo only to find the dog that beat me last week running 23:10 is still eligible for the event and to top it off another runner who won the Masters 3 weeks ago winning time 22:86 is also back in the race. I'm not having a go at the trainers of those dogs just confused as I searched the grading and can't find anything on Masters eligibility

i asked this morning he told me you could win 2 under 23.14 then 4th grade

 42 months or older
 Grade 5 Only
 Non-penalty unless:
- Breaking Time Standard (as per Time Standards Table)
- Upgrading Rules Apply
 Selection Order as per Graded Events Class 2, 3, 4 & 6
