Unlike other states, SA has FOL and catching pen.
For what it's worth, I prefer the pen

 I had a dog win his first start by 6 lengths and end up on his head thanks to the FOL.
He has never gone faster than that first start. And his box manners were horrible after that.
So while I agree, the FOL has a purpose, I also think the pen is safer.
And well done to GRSA for having both options.
