They could be used for many reasons, but I think their ones will be to see if we are maintaining a minimum standard set through the Code of Practice.

They call those that conduct the kennel inspections compliance officers.

I can never keep up with the new titles they use. I believe there is a manager at GRNSW for 'People, Culture and Performance'. No idea what they do.

Carly, to call kennel inspectors, "compliance officers" is only setting themselves up to pay a bigger salary, for a job that in no way fits the term that is universally known
Imo ,kennel inspectors should be on a lot less than a genuine compliance officer

make sure you comply to the rules. In dog speak "Police" as
most of them were!

Well Kev I was talking to a GBOTA member today and he was/is Absolutely wrapped with B.Scott and said if It was not for him greyhounds would now be gone and there was nothing that I could say to change his mind to the point that he got fairly cranky.

I forgot to mention that the quarter up to Xmas last year saw an increase in breeding (pups born) and GWIC stated if the quarter rate remained the same for the next three quarters then, it would be well above the figure theyre trying to reach. Theyve acknowledged it could be seasonal, but are monitoring it.

I get 165 litters for the last quarter. Without adjusting for seasonal trends, that is approximately 4 250 pups per year. Seasonally adjusted, I get 3 550 pups per year. That quarter saw a small reduction in breeding when seasonally adjusted, but the facts of the matter is that aside for the period where the ban was in place, NSW has been breeding at a rate consistent with a number just short of 4 000 pups a year since the four corners report.

To put this in perspective, in 2013 and 2014, there were 355 and 327 litters in the same three month period where there were approximately 7 000 - 7 500 pups born.

It sounds to me that they are rationalizing a decision for a puppy bond rather than analyzing the data.

Hi Nathan,
I dont know the figures but I felt that they were using the figures to justify the puppy bond. However, I think they only want around 2000 puppies per year. So, it appears to be half of the current average that they desire.

In the past week in NSW alone there was 25 meetings, just use 10 races (some had more) x 8 runners (don't count reserves)

25 x 10 x 8 = 2000pups just to fill 1 weeks racing, we know not all dogs race week to week (injuries, programming, seasonal spells, trainer availability).

2000
less natural deaths (disease, rearing, snakes etc)
less pre race debut injuries (paddock, breakin, pretraining)
less non chasers or those not fast enough to make track
less those sold interstate
etc
etc

New tracks and welfare MAY increase race careers by a few % IMO

so how many is left in the racing pool to sustain current racing just in NSW ?

with them focusing on reducing pups bred.

Who gets a license to bred and under what conditions ? How long does it take to qualify and implement the new policy

How does that effect current racing and participants that spend 000s in advance of goods, services and infrastructure ?

I hope the GWIC is in communication with GRNSW.Last November GRNSW e mailed a questionnaire to to participants requesting feedback on breeding and race programming, such was their concern about dwindling race fields.
At present, tab race programming is 17.5 meetings per week on average and non tab at around 4.5 meetings per week.
Considering 10 races per meeting (some tracks program 12 races) with 8 starters and 2 reserves per race,2200 nominations are required every week.
McHugh argued that greyhounds have a racing career of less than 12 months,so 2000 pups whelped each year will not fill this quota.
This is assuming every pup whelped makes the race track.
Mortality rates at birth run between 5-10%,mainly being still born,rejected, mal formed and misadventure.
Pups lost to environmental causes under 12 months also run at 5% and above,eg toxins (snakes, spiders,ticks etc),viruses,injuries from misadventure.
Then there are pups whose behavior patterns are not suited to racing,eg non chasers,fighters etc.
Then come racing dogs who suffer career ending injuries,as simple as a metacarpal or tarsal injury, which isn't life threatening but can curtail a race career.
Morris Iemma's reform package clearly states that a cap on breeding should not be considered at this stage.
With the GWIC stating they are here to implement the reform package one would think they should stay within the boundaries of the 121 drafted recommendations at the moment.

Thanks guys. I was waiting for the figures. I hope they start to do the maths as well.

Unfortunately, we've all been predicting track closures and reduction in field sizes and we're now starting to regularly see the latter. However, you won't see track closures before the March 2019 Election.

You know, I first thought the `Puppy Bonus' was an incentive to breed as per the questionnaire and wrote to the former Deputy CEO of GRNSW with an idea.

The point has been made to GWIC that hiring all ex-police is not a good idea. I've heard some people refer to GRNSW as the "ex-police officers benefit fund".

I was looking through the Act and there is a whole section on inspectors. I am not sure whether it is referring to the current compliance officers or if we are going to have yet another lot of people who are going to police us.

These are some sections from the Act relating to them I find worrying

73 Power to enter premises
(1) An inspector may enter any premises at any reasonable time.
(2) Entry may be effected under this Act by an inspector with the aid of such other inspectors or police officers as the inspector considers necessary and with the use of reasonable force.

Does this mean that they can continue to jump fences of people's properties when they aren't at home as long as it is a reasonable time? (I have heard from a few people this is happening.)

68 Appointment and identification of inspectors
(4) In the course of exercising the functions of an inspector under this Act, the inspector must, if requested to do so by any person affected by the exercise of any such function, produce the inspectors identification for inspection by the person unless to do so would defeat the purpose for which the functions are to be exercised.

Under what circumstances would it defeat the purpose of an inspector to produce their ID? Are they going to conduct covert operations?

Here's something straight out of the McHugh Report

13.59 The reduction of GRNSWs racing schedules from 1,139 to 593 raises significant issues in relation to the financial viability of the industry.

and

13.63 GRNSWs consideration of the possibility of limiting the number of race meetings to 593 proceeded on the assumption that this would occur as part of a track rationalisation process. It assumed a conservative number of club closures, leaving a club network of 14 tracks.

254 Ibid, [51]. Apart from Gosford, GRNSW has not confirmed which clubs will remain. In Chapter 26, the Commission concluded
that, although it has not been acknowledged by GRNSW in its submissions to the Commission, it is certain that GRNSW plans to
cease all non-TAB racing in this State.

Let's not all forget that the more pups bred the more money is raised for GRNSW coffers ,so cutting back on breeding would be cutting back on increased funds for GRNSW to BLOW, AND AS WE ALL KNOW THEY JUST LOVE DOING THAT,
