Very well done bill the only way to make these people take any notice is to GET IN THERE FACE and HADLEY AND JONES PUT ORANGE ON THE MAP!

They are like RATS they do there dirty work under cover and when confronted just disappear.

As an addition to my remarks about the High Court etc, I should also mention the AWU, which Carly is fond of.

The AWU has a very militaristic and dubious history, particularly in Queensland. However, right at the moment it is facing corruption charges in Perth. Anything it supports is therefore open to an opposing lawyer ripping into it on the basis of its character. The AWU is not alone there but it hardly inspires confidence, especially when the greyhound industry is trying to break away from its own chequered history.

What about the billions of dollars squandered by the NSW and Federal Coalition ? Don't forget about it, e.g. Light Rail Project in City of Sydney; $500 million over budget in its first year of operation, run by a Spanish Co. It equates to about $10 million p/w. How can it possibly be over budget by that amount ?? We don't have to accept it. Vote them out ! The Federal Gov't's plebiscite into Gay Marriages ? Same result, but $120 million wasted.

Greyhound Racing Industry
The Hon. ROBERT BORSAK (02:34): After my colleague Phil Donato won the seat of Orange, this Government's backflip on its half-baked greyhound policy came quick and fast. Many promises were made and the Leader of The Nationals and Deputy Premier was quickly rolled. The new leader and Deputy Premier, John Barilaro, seemed eager to stamp his authority on a Cabinet dominated by the Liberal left of the party. After 18 months or so, it would be safe to say that having a Nationals Minister at the Cabinet table still has not changed the equation. There is no difference between having a Nationals Minister at the Cabinet table or a rubber stamp placed in their seat. They do not have the ticker for a fight with the Liberal left.

Despite the many promises the Government has made to the greyhound racing industry since its backflip, the reality is that those promises have been nothing more than a process of smoke and mirrors, led by the Deputy Premier John Barilaro and his Nationals colleague and Minister for Racing Paul Toole. Things are beginning to unravel like a ball of string. I am not surprised by this because I did not expect anything else from this Government. Government members will be sorely mistaken if they think the greyhound issue is dead and buried. I will raise two issues in the time I have remaining and I will have more to say about the greyhound industry after the winter break.
The first issue relates to another kick in the teeth to the good, hardworking racing participants across the State which this Government has meted out in the form of a new tax that cuts off a large and growing revenue stream. Members may have noticed that the Labor Government in Victoria recently announced a wagering tax set at the rate of 8 per cent of revenue from its wagering customers in that State. Despite all we hear about New South Wales being open for business, the Premier and the Treasurer have decided that New South Wales should have a tax rate which is 25 per cent higher than the Labor Government in Victoria. This tax on punters will disproportionately impact the greyhound racing code. The Shooters, Fishers and Farmers Party understand that it will hand the vast majority of revenue to the thoroughbreds. There is no reason that New South Wales should have a higher tax on punters than that imposed in Victoria. Whatever happened to tax harmonisation?

Wagering industry modelling suggests that the greyhound code in New South Wales will be up to $20 million a year worse off since the so-called compensation doubles down on the shocking Racing Distribution Agreement. It will not be anywhere near enough to offset the decline in wagering or the support that the industry receives from the wagering sector. Any flirtation that the Government is currently having with applying intercode percentages to the point of consumption tax [POCT] should be immediately dismissed. Any POCT revenue generated by the Government should be generated at market share rates. As such, it is only logical and fair that any part of the POCT revenue returned to the racing industry should be split on market share rates. The intercode percentages have nothing to do with the POCT revenue, which is generated from corporate bookmakers, not TAB turnover.

The second issue relates to the former chief financial officer of Greyhound Racing New South Wales who was forced out in early April after only a few months in the job. Unlike The Nationals Ministers in this Government, this person was not going to be a rubber stamp for anybody. In February this year he opposed an immediate $30,000 retention bonus offered to Madeleine Love, General Counsel of Greyhound Racing New South Wales. Retention bonuses are meant to be paid at the end of the contract as opposed to on the spot. What sort of compensation was that? Was the board informed of this decision? I know that it was not. In mid-March, Dayle Brown, Deputy Chief Executive Officer of Greyhound Racing New South Wales, who was commuting weekly from Melbourne, resigned for family reasons. This opened a power vacuum, which Madeleine Love was quick to seize upon to ensure a bigger role for herself.

Within three weeks, Madeleine's salary increased by $100,000 and went from a base salary of $245,000 to a salary of $345,000, which was a 41 per cent increase. The argument put to the Minister by all and sundry after the fact was that Madeleine Love could do some of the work that Dayle did and, given the transition that was taking place, a new deputy was not needed. The board has been kept in the dark on all of this.

While it was proposed that the salary increase for Madeleine Love would be backdated to 1 July 2017, it was amended a week later and backdated to 1 January 2018, even though Dayle Brown left in March. If Madeleine Love is to have additional responsibilities, they should be short term only because the Greyhounds Welfare Integrity Commission becomes functional on 1 July and half her workload will disappear. Frankly, $245,000 is dubious given her performance and skills, let alone $345,000. I am told that Ms Love relies heavily on outside legal advice and will not account for the costs of that.
