Charles, This is one reason that I have never been comfortable with the split of authorities into commercial (so-called) and integrity (ie stewards) branches. It is the role of the CEO to set and encourage the culture of the organisation with each branch supporting the others where possible. Split them up and you get two cultures. The integrity crowd then act like policemen (literally in some cases) rather than contributing to the management effort. It also may lead to dissention between the two halves when objectives clash - something which has led to some state police forces losing the plot for political reasons. For example, police invariably want more power and tougher rules which may or may not be in the interests of the community. Equally, stewards are mostly the only code representatives at meetings, thereby giving them the opportunity to take on more responsibility for advancing the industry at large by making suggestions to technical branches. There are pros and cons but the split makes it harder to achieve good teamwork.
