Veterinary Association (BVA) recently made the suggestion in a report about what effect Brexit would have on the movement and trade of small animals between the UK and the EU.
A recent poll by the BVA found that nearly a third of all UK vets working in companion-animal practice had treated puppies with signs of being imported illegally.
The result led the BVA to call for the current pet travel scheme to be reformed after Brexit so that countries free from rabies were not put at risk as a result of smugglers.
The Vet Record, an industry publication, has said that the BVA is concerned that dog smugglers based in France and Spain could establish routes to the UK using ferries arriving in Rosslare.
The BVA is also looking to make the pet travel scheme more strict in order to stop these routes from developing after Brexit. This would mean that a dog would have to wait 3 months after the rabies vaccination before they could travel.
