On the off-chance it's of interest, here's one US re-homing group's 2019 Year in Review. I also hope it reassures owners that there are some great re-homing organizations working hard for their dogs, one at a time. (I've volunteered on and off for this group, and adopted my retired hound from them, but I'm not an officer or representative of the organization and don't speak for them.)
Greyhound Pets of America-Wisconsin (GPA-WI) Chapter 2019 ------------------------- Total hounds adopted out: 133 (70 female, 63 male)

Adopting out pups is extremely rare for the organization. In late 2018 they received a bitch for re-homing and a week before her scheduled spay surgery it was discovered she was pregnant. She whelped 8 healthy pups which were adopted out in early 2019. It's particularly exciting since older dogs can sometimes be more challenging to place.
Select Financial Facts ----------------------- 2019 Expenses: $108,000 USD (approx. $163,000 AUD or $170,100 NZD or 100,000 EUR or 83,360 GBP)
Of the expense total 36% went to boarding/transportation and 62% went to veterinary expenses. The organization is all volunteer-run so there are no salaries or personnel expenses. A few percent go to organization promotional and other administrative costs, such as website maintenance fees, office supply costs, and the like.
2019 Cost per Dog: $812 USD (approx. $1,225 AUD or $1,280 NZD or 750 EUR or 625 GBP)
Expenses were up almost 20% in 2019 due to extra expenses associated with unexpected puppy and mom care, increasing veterinary fees, and shifting of some transportation costs to the local chapter. GPA-WI closed 2019 $13,062 USD in the red. (approx. $19,700 AUD or $20,580 NZD or 12,000 EUR or 10,100 GBP)
GPA-WI has separate funds designated for special use that are not included in the numbers above. Of particular note is their Blue Fund, which is carved out and designated for dogs that need emergency or intensive veterinary treatments to ensure no dog is ever turned away for health reasons. The fund paid out over $9000 USD for specialized veterinary diagnostics and treatments in 2019.
