You do this through GWIC - Greyhound Welfare & Integrity Commission
You may be able to do this online if you are a registered participant in NSW

Can I say I have literally no problem with them. I get through right away and if I use the online transfers it just looks after itself

No, it all works with transfer keys between NSW & Victoria, its very efficient
Other States haven't onboarded yet with their on-line systems

I must say to be fair & balanced,I have never has any problems when dealing with either GRNSW or GWIC,as Sandro said, maybe the problem is with different states having different systems, maybe it is time for ALL states to have the same systems & better communication software ? Just a thought.
