Keith, she may be having a short false season. This happens to bitches sometimes. Everything seems to be going ok and then the cycle will stop. Tell your friend to keep an eye on her, as she may come in again in a few weeks and have a full season.
They can also have a condition called polycystic ovaries, which can disrupt the seasonal cycle. This can be investigated by a vet.
Some bitches will not be ready to mate until nearly the end of their cycle, so monitoring her readings for longer should perhaps be done next time. There may be something else the vet may be able to suggest for her, but if she does come in again in a few weeks, tell your friend to give her a daily double dose of natural, ( D alpha) not synthetic,(DL alpha ) vitamin E, for the whole of her season, as this will help with her fertility.
Good luck and fingers crossed !

She could have cysts on her ovaries either. I had my brood operated on a few years ago for that.
