I understood Kristina Hodgkinson said that this matter did not go to Cabinet for discussion. Mike Baird said in this 2GB interview that this decision HAD been approved by Cabinet. Who is right?

It was discussed by the Cabinet (all holding rank of Minister).
It has yet to go before Parliament, the Lower House, which consists of all Members of Parliament from all Parties,ie, Liberals, Labour, The Greens and the Independents. I think this will happen in early August.
